We offer you a complete range of services for obtaining approvals or notify to the authorising entity of the changes made to your vehicles both nationally and at a European level under the current frameworks.

We support you in planning your approval and work together with you to draw up a concept for the approval procedure.

In doing so, we determine the best course of action for you, e.g.

  • By precisely selecting and coordinating national and European requirements (requirements capture)
  • By coordinating and fine-tuning approval procedures in several countries
  • By coordinating the NoBo, DeBo and AsBo bodies involved in the project,
  • By generating a tailor-made approval strategy for innovative solutions or conversions
  • By assisting with the application for approval

We can access any or all of the following, depending on your specific needs:

  • Our own test rigs and laboratories for tests
  • Our own rail company with our own drivers, traction units and track geometry cars
  • Our own assessors and experts for all technical topics relevant to approval
  • Recognised bodies for assessments and certifications:
    • Designated Body (certification of national requirements)
    • Notified Body (certification of European requirements)
    • Assessment Body (inspection of safety requirements)
Our partner: Notified Body (NoBo)

We carry out EC certification both as a partner to our German NoBo Railway Approvals Germany (RAG), our British NoBo Railway Approvals Limited (RAL) and as an associate partner to NoBo Eisenbahn-CERT (EBC).

Assessments:

  • The Notified Body assesses compliance with the European approval requirements defined in the Technical Specifications for Interoperability (TSI) according to the Interoperability Directive.
  • The conformity assessment is carried out according to the requirements of the LOC & PAS TSI, the WAG TSI, the PRM TSI, the NOISE TSI, the SRT TSI, the ZZS TSI, the ENE TSI and the INF TSI.
Our partner: Designated Body (DeBo)

We carry out NNTR certification in Germany both as a partner to our German NoBo Railway Approvals Germany (RAG), our British NoBo Railway Approvals Limited (RAL) and as an associate partner to NoBo Eisenbahn-CERT (EBC).

We also carry out NNTR certification in Luxembourg.

Assessments:

  • The Designated Body checks and certifies compliance with national requirements (Notified National Technical Rules, NNTR).
  • The conformity assessment is carried out according to the requirements in all valid NNTR checklists.
Our partner: Assessment Body (AsBo)

As an independent Assessment Body (AsBo) recognised throughout Europe, we provide independent safety assessments for your systems (energy, control-command and signalling, rolling stock, traffic operation and management, maintenance and system safe integration).

Assessments:

  • According to Regulation (EU) 402/2013 (CSM-RA), an Assessment Body must perform an independent safety assessment on the risk management procedure for safety-relevant and significant changes.
  • Risk management procedures and safety assessments for on-line running tests, which must be carried out in accordance with the Railway Commissioning Authorisation Regulation (Eisenbahn-Inbetriebnahmegenehmigungsverordnung, "EIGV") that has been in force since August 2018, must also be conducted by an AsBo.

In addition, since the introduction of the Fourth Railway Package based on Regulation (EU) 2018/545, requirements capture and the impact on the overall safety level have to be assessed by an AsBo.
